How does DACS actually work?
The DACS Framework
Know when information is ready for an important decision.
Reports and AI can produce answers quickly. Leaders still need to know whether those answers can be trusted for a specific decision.
The DACS Framework connects the business decision to its supporting evidence, checks, responsible authority, and recorded outcome. It helps leaders see what information may proceed to influence or inform that decision, what information needs cautionary consideration, and what information must stop and be withheld from consideration in the decision.
Why it matters
A correct number is not always the right number.
A company may report 42,318 active customers. Finance might count accounts. Operations might count households. Both totals could be calculated correctly. But only one definition may be correct for the decision leadership is making.
DACS asks which definition was approved for that use, what evidence supports it, and who has authority to act.
Illustrative example. No actual customer data is presented.
How the parts fit together
One clear path from question to action.
- State the decision. Identify what will be decided, what information will be used, and who is accountable.
- Define the evidence. Establish the meaning, scope, source, identity, and boundaries of the information.
- Apply the relevant controls. Check the requirements that apply to the information’s use; recorded as Pass, Fail, or Not Applicable.
- Make the readiness decision. An Accountability Gate records the control status as: Proceed, Caution, Stop, or Quarantined, justified by the evidence and authority.
- Keep the record. Preserve the evidence, limitations, authorization, and changes needed to review the basis of the decision later.
A passed control and a permission to proceed are not the same things. An approved exception does not render a failed control into a pass.
Fit with your organization
Use your existing systems. Make their evidence work together.
DACS does not require a new platform. Data governance, catalogs, quality checks, lineage, security, risk management, and AI controls may already provide much of the evidence.
DACS formulates a consistent way to connect that evidence to one stated use and its recorded readiness decision. A tool can be working properly while the evidence produced is still unsuitable for a particular decision.
What the framework includes
Different questions have different targets.
- Principles: What must remain true regardless of technology or organization.
- Operating Model: How the evidence evaluation and Gate process works.
- Profiles: Which controls apply to the stated scope of the decision.
- Semantic Contracts and information readiness: How meaning, identity, and context are governed.
- Specification: The authoritative requirements for evaluating information evidence and conformance.
Start with one decision
You do not need to change the whole organization to begin.
The DACS First Look begins with one important business decision. Day One identifies what evidence exists, what remains uncertain, and whether further review is worthwhile.
The work may stop after one day. When findings justify it, the assessment may continue for up to five business days. A First Look is not a certification on the correctness of a decision and does not automatically establish full DACS conformance.
