Illustrative completed First Look

A customer count changed the decision.

See what a focused Day One assessment can reveal before leadership commits to a larger review of the organization’s decision process.

This fictional example follows a proposed market expansion. It uses sample records to demonstrate the First Look method. It is not an actual assessment, a DACS certification, or evidence of full conformance.

The decision

Should the company approve a new service expansion investment?

An executive dashboard reports 42,318 active customers. Leadership plans to use that figure to estimate demand for a proposed expansion.

Finance defines an active customer as an active account. Operations defines an active customer as an active household. The dashboard does not identify which definition or which population was used to produce the number.

The arithmetic may be correct. Using the calculated outcome to inform the decision cannot assume the defined population was approved for consideration.

All names, quantities, dates, identifiers, and outcomes on this page are illustrative.

Example scope statement

What is being evaluated?

  • Proposed use: Approve or postpone a service expansion investment decision based partly on the active-customer count.
  • Decision owner: Chief Operating Officer (illustrative).
  • Information in scope: Dashboard total, information source definition, reporting date, population counted, and authorization for its use.
  • Outside scope: Full business-case validation, revenue forecasts, customer profitability, and enterprise-wide data certification.
  • Question: Is this measure suitable and authorized for the expansion investment decision?

A First Look establishes what can be checked with the evidence available. It does not assume the answer of what is being evaluated before the review begins.

Evidence inspected

Sample Day One evidence register

  • EV-01 — Dashboard extract: 42,318 active customers; reporting date and calculation note available.
  • EV-02 — Finance definition: Active customer means an account with a qualifying transaction within the reporting period.
  • EV-03 — Operations definition: Active customer means a household with at least one qualifying active service.
  • EV-04 — Decision brief: Expansion model uses “active customers” without selecting a governed definition.
  • EV-05 — Authority record: No documented approval of the chosen definition for this expansion decision was supplied.

These identifiers are samples of the potential evidence references, they are not live records. A real assessment would retain data source locations, versions, dates, owners, integrity evidence, and relevant controls applied.

What Day One found

The issue is not the total. It is the meaning of the total.

  • Supported: A dashboard reported 42,318 using an identifiable extract.
  • Not resolved: The business population represented by “active customers” was not uniquely bound to the proposed use.
  • Missing: An approved definition and evidence of authority for the expansion investment decision.
  • Consequence: Leadership cannot yet rely on this count as though its meaning was well-defined.

The following results are an illustrative subset of possible control observations, not a complete normative assessment.

  • Scope declaration — Incomplete: The decision is identified, but its accepted metric boundary is not specifically established.
  • Semantic contract / governed meaning — Fail in this example: The measure has competing definitions without an approved binding.
  • Identity and population — Not yet evaluated: Source detail was insufficient for the required population test.
  • Authorization — Evidence missing: The record does not establish who approved the measure for this use.

Actual DACS control outcomes must be determined against the applicable, version-pinned Specification, with evidence and prerequisites evaluated in the prescribed order. This summary is not a control-by-control Conformance Record.

Readiness implication

Example recommendation: do not use this number yet.

Illustrative Day One disposition recommendation: Stop for this proposed use. The evidence shown does not support treating the count as an authorized basis for approving the expansion investment.

This is not a formal Gate determination. In a real assessment, the authorized Gate process would evaluate the applicable control results and record the supported readiness state, such as Proceed, Caution, Stop, or Quarantined.

A failed control remains failed until corrected and retested. An exception cannot silently change Fail to Pass.

Management decision

Day One provides a decision about what to do next.

  • Stop: Do not approve the expansion investment based upon the disputed count.
  • Assign owners: Finance and Operations reconcile the business definition; governance records the approved meaning; the decision owner confirms intended use.
  • Request evidence: Identify the source extract, population rules, effective date, exclusions, and authorization.
  • Decide whether to continue: Authorize a second day only if confirming the definition will materially improve the decision.

A useful Day One outcome can be the discovery of a material gap. It does not need to end in permission to proceed.

Optional days two through five

Continue only while the evidence justifies more work.

  • Day Two: Reconcile active-account and active-household definitions and document the decision-specific meaning.
  • Day Three: Test the population and relevant identity relationships. Examine authority and any material AI involvement.
  • Day Four: Correct issues where practical; preserve the changes and perform required retests.
  • Day Five: Record residual failures, ownership, constraints, and management options.

These are possible activities, not mandatory steps. The First Look may end after any day. Work beyond five business days requires a separate decision and authorization.

Sample handoff

What leadership receives

  • A declared decision scope and the question examined.
  • A list of available and missing evidence, with sample identifiers.
  • The observed issues, applicable control tests completed, and tests still outstanding.
  • A documented recommendation about whether the count may be used.
  • Accountable owners, next evidence requests, and an explicit stop-or-continue decision.

A formal Gate Record and Conformance Record are separate governed outputs, not labels that can be assigned merely because this illustrative summary exists.
