INFORMATION READINESS

SIM-ZONEs make readiness boundaries explicit.

SIM manages governed information.

A SIM-ZONE answers a practical question: what may this information support in its current condition, for this stated use?

The answer is not determined by where the information is stored or whether a workflow finished.

It depends on the decision scope, the governing agreement, the evidence available, the applicable requirements, and the recorded decision about what may happen next.

SIM

The management environment

SIM governs meaning, identity, classification, relationships, context, continuity, readiness, controls, delivery, and accountability across the information lifecycle.

It provides the governed information environment in which readiness can be evaluated.

SIM-ZONE

A readiness boundary

A SIM-ZONE makes the permitted use of information explicit for its current condition and stated decision scope.

It does not assign permanent trust. The same information can be ready for one use and restricted for another.

AN ILLUSTRATIVE READINESS PATTERN

Information moves because a readiness decision permits the next use, not because a workflow finished.

DACS does not prescribe a fixed number of SIM-ZONEs or universal zone names. The three areas below are illustrative.

An organization may name or combine them differently as long as the entry criteria, exit criteria, permitted uses, and control points remain explicit.

AREA 01

Candidate evidence

Information has been discovered, received, inferred, generated, or made available. Exploration, profiling, review, and remediation may occur without treating discovery as approved material use.

GATE

AREA 02

Evidence preparation

The decision scope and governing requirements are declared. Meaning, identity, relationships, context, authority, and evidence gaps are resolved far enough for readiness to be evaluated.

GATE

AREA 03

Controlled decision use

A recorded decision has authorized the stated use within defined scope, constraints, authority, effective period, and review conditions.

A SIM-ZONE is a readiness boundary, not a database tier. Movement reflects a governed decision about use.

READINESS IS SCOPE-BOUND

Ready for one use does not mean ready for every use.

Readiness depends on the business meaning, identity, relationships, context, continuity, evidence, authority, and requirements that are material to the stated decision.

Those conditions are governed within SIM and made explicit for the intended use through the governing agreement. SIM-ZONEs make the resulting readiness boundary visible.

Readiness is not a permanent property of the information. It is a decision about whether the current evidence is sufficient for a stated use.

ACTIVE CUSTOMER COUNT

The same metric can have different readiness by use.

An Active Customer Count might be adequate for exploratory trend review while still lacking the governed definition, identity resolution, authority, or evidence required for a materially consequential executive decision.

The metric did not become universally trusted. Its permitted use changed because the required evidence changed.

THE CONTROL POINT

Movement is a recorded decision.

A Gate is the control point that evaluates required evidence and records the permitted next action for the stated scope.

Skipping the control point does not make information ready. It removes the evidence that explains why movement or use was allowed.

WHAT A SIM-ZONE IS NOT

Readiness should not be confused with location, maturity, or permanent trust.

  • Not a storage layer. A SIM-ZONE does not require a particular database, lakehouse, network segment, or vendor product.
  • Not a universal maturity level. Different decision scopes can require different evidence from the same information.
  • Not a permanent trust label. Readiness can change when meaning, relationships, rules, context, authority, or evidence changes.
  • Not implied by availability. Being cataloged, connected, observed, modeled, or available to AI does not itself authorize material use.

FROM READINESS TO CONTROL

SIM-ZONEs make readiness visible. DACS defines how the required evidence is evaluated.

SIM provides the management environment, Semantic Contracts make the intended use explicit, and SIM-ZONEs organize the readiness boundary.

The DACS Operating Model defines the decision-scope controls, evidence obligations, evaluation, disposition, remediation, and accountability used to govern what happens next.

How do existing platforms contribute?

Governance, catalogs, lineage, observability, semantic layers, quality controls, and AI guardrails can contribute evidence without becoming the readiness decision themselves.

How are readiness decisions recorded?

Accountability Gates provide the explicit decision point that records what may proceed, remain constrained, stop, or stay quarantined.
