DACS defines the controls and evidence obligations used to determine whether a material decision path may rely on specified evidence for a stated use within a stated decision scope. Accountable authorities own that obligation. Governed human, procedural, or automated mechanisms execute the applicable controls and record the results. Gate Records and Conformance Records preserve the evidence needed to reconstruct what was evaluated, what was permitted, under whose authority, and under which conditions. DACS does not guarantee that every result is correct, lawful, optimal, or risk-free.
Candidate evidence remains separate from decision-ready use until the applicable controls and Gate logic establish the permitted readiness state. A failed control remains recorded as Fail until it passes or becomes Not Applicable with reason. Caution, Stop, or Quarantined governs how the unresolved condition may be handled while the Fail remains visible. The objective is not automatic trust. The objective is an evidence-backed, scope-bound determination that can be inspected, challenged, and reconstructed. An applicable control has no intermediate result. Every mandatory Pass criterion and required evidence element must be satisfied. Otherwise, the control is Fail.
